Expressions of Interest/Terms of Reference


The Sault Ste. Marie Economic Development Corporation (SSMEDC) is seeking expressions of interest and/or proposals from an individual, organization, firm or consortium of firms to act as an agent/project manager (Agent) for the sale of the property and/or an agreement to operate Searchmont Resort (Resort) located 48 km north of Sault Ste. Marie, Ontario, Canada.


Searchmont Resort, a destination attraction and community asset, has been in operation for more than 50 years. Owned by the SSMEDC and operated by the Searchmont Ski Association Inc. (SSAI - a not for profit Corporation), the resort has average annual operating revenues between $1.5 and $1.7 million - an estimated annual economic impact of $5.4 million locally with an overall $8 million to $12 million annual economic benefit. Historically, the Resort supports over 100 seasonal jobs and has attracted on average 40,000 ski and snowboard visits by enthusiasts from 2005/06 to 2014/15. It promotes active living through recreational, competitive, and educational programming, and is an important lure for the recruitment of professionals to the area.

SSMEDC Objective:

On December 31, 2014, the SSMEDC purchased the Resort and resolved specified debt obligations to ensure that this facility could continue to operate unencumbered and serve as an important community asset. The SSMEDC has no intention of being the owner or operator of the Resort over the long term - its objective was to preserve and maintain the operation of the community asset. It is with this perspective in mind that the SSMEDC is seeking an organization to purchase the facility, invest in its future growth and development through capital and infrastructure improvements, new and exciting recreational and resort activities, including additional accommodations, so that the area can have the benefit of a commercially-sustainable destination attraction that will increase resort and area visitation from individuals coming from outside the region.

Sales Objective:

To sell/lease the resort to an organization that:

  • Recognizes values and operates the facility in a manner consistent with its current role as a winter (skiing and snowboarding) destination attraction for the area and as a community asset that enhances the health, welfare, attractiveness and livability of Sault Ste. Marie in area.
  • Will make required investments of capital to both upgrade existing facilities and increase resort and area visitation from individuals coming from outside the region and enhance its value as a community asset and destination attraction.

Terms of Reference:

The Agent retained to undertake this marketing, promotion and sales process will be required to complete the following:

  • Complete the sale/lease (to own) transaction within 18 months
  • Project management plan, accountability framework and budget
  • Project implementation plan (PIP) describing the agents approach to the marketing, promotion and sales of the facility and or the identification of appropriate resort operators, consistent with SSMEDC sales and transaction requirements including critical path and related project management documentation
  • Marketing, promotion and sales strategy including communications strategy, along with resort prospectus and related marketing/promotional materials
  • Sign non-disclosure agreement


  • Extensive demonstrated experience, knowledge, expertise and results in:
    - Recreational property and resort sales
    - Consulting & Project Management particularly as it relates to destination/resort properties, including:
        -Destination Attractions and Resort Markets;
        -Leisure and Tourism Property capital markets;
        -Development and execution of resort marketing, promotion and sales strategies;
        -Resort sales Advisory & Transaction Services; and
        -Valuation and Advisory Services
  • Extensive knowledge and an expertise with the Ontario and Mid-western U.S. outdoor recreational, resort and destination attractions, markets and industry in general
  • Familiarity with Upper Michigan, Algoma District and Sault Ste. Marie destination attraction and recreational tourism market assets

Submission Process and Deadline:

  • Expressions of Interest in the form of a letter no longer than 5 pages (attachments to letter providing additional detail and information are acceptable) submitted electronically with "EOI Searchmont" in the subject line, to the attention of Karen Madigan, SSMEDC Controller, at k.madigan@ssmedc.ca.
  • The expression of interest letter should include:
    - an overview of how the prospective Agent would undertake this project with specific reference to the items noted in the terms of reference;
    - a description of similar projects or assignments that the organization has undertaken, their outcomes and results;
    - an outline describing how the prospective Agent meets the qualifications noted; and
    - client references.

The SSMEDC will review submissions and may follow up with interviews and requests for further information. All applicants will receive notification of final decision.

No Proponent shall have the right to review or receive any information with respect to a proposal, documentation or information submitted by any other Proponent. The content of the proposal and all documentation and information shall be held in confidence by the SSMEDC, subject only to the provision of freedom of information and privacy legislation, including without limitation, the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA). All Proponents will be notified, in writing, of the successful Proponent's name and address only, after the award has been made.
